"Air Cargo Issues - a Discussion Paper"
(

PDF File, 1.85MB) was commissioned by the Canadian Airports Council to
stimulate discussion among Canada's air cargo stakeholders, including government, airports, airlines,
shippers, and supply chain participants.
The objective was that through discussion of issues, a general
consensus would develop on issues that would lead to changes that in turn would advance the air cargo
industry.

The paper outlines the industry trends affecting air cargo transportation in Canada, the air policy
issues constraining Canada's transborder and international air cargo operations, the facilitation and
enforcement issues that threaten, and those that promise to enhance, smooth cross-border air cargo movements,
and cost competitiveness and other issues that affect air cargo operations and the ability of Canadian airports to
develop the air cargo market.
